Yes it is a software.. Carbide.ui Theme Edition You can download it from Nokia Forum But it takes a lot of patience to create one.. If you need tutorial, google for it..

Seems to be a few sites now that carry themes and theme creators. Does anyone have any particular one that they are using now that the N97 has been around for about a year?
