On my N97 the time setting for Perth in Western Australia is GMT+9 hours but this is wrong - it should be GMT+8 hours (we no longer have daylight saving).

How is this controlled? I have set the phone to Singapore (GMT+8) so the phone time is correct but other applications that use the time are wrong - eg weather update on AccuWeather is an hour ahead of time.

Is there any way to fix this?

I guess no one has a solution.

I contacted Nokia Support and they indicated there is no solution yet for the N97. There is a worldclockupdate.sis available that fixes the issue for other phones but the N97 will still not recognise it. They did suggest some other things to try but none of them worked.

The time is OK by setting the zone to Singapore instead of Western Australia, but, with the AccuWeather widget, I will just have to deduct an hour until Nokia or AccuWeather provide an update.
